Jorge "Pat" Rios PE, CEM

Executive Director, Buildings + Design, Cleveland Clinic Foundation

Pat joined the Cleveland Clinic in 2017 as Senior Director of Program Management. In this role, he was responsible for the Clinic’s Infrastructure, Construction, and Engineering programs. Under his leadership, he was tasked with ensuring every facility was designed and constructed to the Clinic’s exacting quality standards to address patients’ needs. Immediately prior to joining Cleveland Clinic, Pat was Senior Program Director, International Project Implementation for Siemens Government Technologies. In this capacity he led development and construction of financed energy projects for U.S. Government clients in Europe, Africa, and Southwest Asia.

Pat also served 30 years in the United States Navy, retiring as a Captain in the Civil Engineer Corps. He held three major commands: one in Seattle and another in Norfolk, where he managed the facilities, construction, environmental, and real estate needs of Navy and Marine Corps forces across the Pacific Northwest, Midwest and Mid-Atlantic Regions; the third, leading a battalion of Naval Construction Force “Seabees” in several deployments to Iraq, Afghanistan and the Horn of Africa

Pat assumed the role of Executive Director in March, 2020. In his newly expanded role he became responsible for his former teams in addition to Facilities Engineering, Environmental Services, Media and Real Estate across the Cleveland Clinic System. That system encompasses more than 32 million square feet of facilities; consisting of more than 200 buildings located across three states and four countries. In April 2021, he became responsible for the departments of Art, Planning & Design, Space, and Sustainability.

He is a member of the American Societies of Civil Engineers and Healthcare Engineers. He graduated with a Master’s of Science in Environmental Engineering from The George Washington University and a Bachelor of Science in Chemistry from The Citadel. He also attended the Ross School of Business’ Executive Program at the University of Michigan.
